Actually I think this began with the Nixon administration and even LBJ and some of the excesses of the Great Society. The continual climb of tax rates and the decrease of Corporate taxes relative to private taxes are a big part of this. Of course the article goes into more details, chiefly blaming Republicans, but I don't think that there is enough difference between the two parties any more to blame one vrs the other.
