The Montreux Convention of 1936 forbids warships of greater than 15,000 tons from passing the Dardanelles with the exception of capital ships of Black Sea nations. Pure aircraft carriers are not considered capital ships under the convention. So in order to legally get the Kuznetsov out of the Black Sea, it had to be outfitted with middles and officially designated a cruiser. This is a legal fiction everyone has agreed to.

As a side note, the Kuznetsov class aircraft cruiser Varyag was sold to the People’s Liberation Army Navy and became the Liaoning. But because it doesn’t need to enter or exit the Black Sea, it was not fitted with anti-ship misses and is classified as an aircraft carrier
