    Russia will not renew a decades-old agreement with Washington on dismantling nuclear and chemical weapons when it expires next year, Deputy Foreign Minister Sergei Ryabkov was quoted as saying on Wednesday.

    The death of the 1991 agreement, which had been renewed twice, is the latest in a series of hitches in relations between the United States and Russia and casts doubt on the future of the much-vaunted "reset" in relations between the Cold War-era foes.

    A number of bilateral agreements including the latest START nuclear arms treaty, put in force in February 2011, have built the foundation for the U.S.-Russia "restart" initiated by Washington when President Barack Obama took office in 2008.

    When Obama signed an arms treaty with Russia he was incompetent and posing a threat to US national security. Now that another treaty isn't being renewed, Obama is posing a threat to national security. What is it with you cons?

    We actually don't want Obamination signing more "deals" with Russia or anyone....we actually want to have a military when he is kicked out of the White House.

    You're right. The evidence that Obama's incompetence poses a threat to US national security is overwhelming. The utter disdain with which Russia now regards the US and Russia's slide back toward Cold War attitudes are clearly the result of Putin's perception of Obama's foreign policy being weak and indecisive, in fact the weakest foreign policy of any US President since WWII.
