Well, whether they needed that artillery piece or not, apparently they didn't have enough force, training, equipment, intel, whatever you think it is to get the job done in the time span Rumsfeld and Cheney gave for the operations in both Iraq and Afghanistan, so I'm not sure how you can readily dismiss that request.

The irony is that Saddam's chemical and nucleur capabilities, which precipitated the Iraq War, were actually destroyed by the Cruise missile attacks during the Clinton Administration (Operation Desert Fox, December 16–19, 1998).
