Guys this is simple. The strongest police presence is needed in the black areas and that's not racism that's going off the statistics. Rudy J knew this and did exactly this and was able to dramatically decrease crime. Same with the Italians areas. Cops screwed up with Garner, but they didn't create this mess. The first one is against police violence and brutality and another one is against criminal's brutality and violence.
