Right after that it clearly states, "In law, states' prerogatives are protected by the Tenth Amendment." The Tenth Amendment is part of the bill of right and thus was written over 200 years ago securing "state's rights." Your argument is invalid.
The whole notion that the state's rights argument has to do with wanting to uphold slavery and racial segregation is another in the long line of manufactured myths by Marxists like you to try and discredit the conservative and libertarian argument for smaller, decentralized government. They certainly may have abused the Tenth to try and justify those atrocities, but they were not the framework for the amendment when it was written. Honest and intellectual people understand this. Dishonest and dishonorable people lie about it.
