You know, I think that would be fair.
It would need a few guarantees on the other side too, of course, and a real and serious commitment from Israel to actually address a lot of other stuff.
But for a first pass agreement, I would go with your proposal.
I don't expect commitments or promises since they're meaningless, silence would be answered with silence is probably the most efficient status quo, lifting the blockade periodically is another alternative rather than commitments and escalations, the blockade should be proportionate to the situation, and as the bigger elephant in the room Israel should not compromise on safety and interests, besides that I would be glad to see my tax spent on industry, education, and wealth rather than limiting some fishermen although the threat Iran and Qatar (Bank&TV) posing, Israel should maintain the blockade because of that while considering a very harsh response against those sucks, and Hamas are not saints but their teeth must be broken.
