And yet, you are correct. The Federal government expected the States to expand Medicaid rolls. So, in essence, it cut both Medicaid and Medicare. If a state chooses educating students over healthcare for twenty somethings? Well, those states are S.O.L. And those Republican governors get the blame. If they had done the reverse, they would have gotten the blame for screwing over the children. It was a no win situation forced upon them by the Feds. That's what's called an unfunded mandate. (Well. . . not mandate, but highly regarded, "suggestion." )
