Terror is not the enemy its a tactic.
It was a disaster in the making to declair war on something you could not kill.
Perhaps you have a point. However a "War against Al Qaeda" is just a small piece of the terror threat. "War Against Radical Islam" would be more appropriate, however we know how un P.C. that is, right? So we are left defending ourselves against an enemy without a name.
