The law of diminishing returns has to be used when dealing with any subject. If a slight reduction in pollution costs billions, it just isn't worth the cost.

Apparently you never read the road to serfdom. The whole point of that book, is that when you put government in charge, they will naturally move towards the forces they seek to control. The EPA being stocked with allies of the industry they control, is as natural as ocean water being salty.
The same is true of every single government agency being placed over any industry.
You can restock the EPA with new people, and then restock it again, and again, until the end of time.
As long as government directly controls companies, those companies will use their power and influence, to influence government. And the results will always be the same.
