However, this is also one of those issues that will sink the wingnut wing of the GOP. Like women's and gay rights, it is a battle they will enter into with lies and innuendo, zero evidence, and, in the end, the American Voter will recognize their lies for what they are, and they will pay the price.

For even as the gauntlet is thown down, over half of our nation is in drougth. And two of our major cities have seen massive destruction from storms, destruction which is still not totally cleaned up in New Orleans after 8 years. The Arctic Ice will be gone for part of the summer between 2015 and 2020. Every decade, our snowpacks in the lower 48 melt ealier, and start collecting later. Glacier National Park will have no glaciers by 2030. The CO2 equivelent in our atmosphere is well over 450 ppm. And the effects we are feeling today, is from the CO2 in the atmsphere 30 to 50 years ago.

No matter what we do now, there is a rough road ahead. And it will get worse for our descendents if we continue on our present path.

Human industrial and transportation carbon emissions are what is driving the climate changes so curtailing carbon emissions will do something "about climate change".

We can cease to increase the problem. We can prepare for the inevitable consequences of what we have already put into the atmosphere. Right now we are addressing neither problem.

On Friday, Moscow was on a verge of traffic collapse as more than 10 inches of snow fell on the city, which is more than half of January’s average.

Thousands of passengers were stranded overnight in the capital’s major airports, as several dozen flights were delayed.

Muscovites woke up and found their cars, driveways and houses buried under a thick layer of snow, with city workers unable to get to smaller streets.

Moscow’s Yandex app showed traffic at level 10, the highest possible, as strong winds created blizzard conditions and built imposing snow drifts.

Falling snow and ice caused many accidents due to poor visibility and bad road conditions. Moscow witnessed a 13-kilometer jam on MKAD, one of the city's main highways, reducing speeds to 10 to 25 kph in the capital.

More than 12,000 snow removal trucks worked around-the-clock to clean up the mess, but their efforts did little, with the city coming to an effective standstill.

The chair of the Duma’s transport committee called for local transport officials to face legal sanctions for failing to cope with the winter weather. “Until local bureaucrats face the wrath of the law, winter will always be a surprise occurrence. They will continue to do nothing, as people suffer,” Mikhail Bryachak told Kommersant FM radio.

The Green Growth Action Alliance, which compiled the study on behalf of the WEF, said the extra spending was needed to promote other forms of energy generation and greater efficiency in sectors including building, industry and transport.



The $700 billion, part of which would promote cleaner energies such as wind, solar or hydro-power, would be on top of about $5 trillion projected to be spent each year on infrastructure under a scenario of business as usual until 2020.



"Shaping a global economy fit for the 21st century is our greatest challenge," former Mexican President Felipe Calderon and chair of the Alliance wrote in the report.

The Alliance is a public and private group tied to the WEF that was launched at a Group of 20 meeting in Mexico last year.
