Yes. The if congress voted to fund one thing, the President signed it into law then the money was used for another purpose. Its called stealing.The National Security Act gives them powers to declare the emergency, it’s a well known fact. Your ignorance isn’t my concern.

Simply asking you how much Obama re-allocated. I’m guessing it was nothing other than discretionary funds if it was even that much. The fact that the Congress under Obama (and other Presidents) have voted to keep the declarations in place is a sign that there was no funding concerns as there are with your blob looting our treasury.
If Congress has a problem with President Trump’s declaration, they can overturn it.

Aiming to rein in this proliferation, Congress passed the National Emergencies Act in 1976. Under this law, the president still has complete discretion to issue an emergency declaration—but he must specify in the declaration which powers he intends to use, issue public updates if he decides to invoke additional powers, and report to Congress on the government’s emergency-related expenditures every six months. The state of emergency expires after a year unless the president renews it, and the Senate and the House must meet every six months while the emergency is in effect “to consider a vote” on termination.
So like I said the Dem House can vote to overturn it, while the Senate will vote to continue it. It will be great to get them on record voting against it before the election. Another brilliant move by our President to expose the Dems and their hatred for America.
