In this case, does the money they took even cover the court fine? The guy probably won't show.

This is nothing new. It is an artifact of the failed War on (some) Drugs, where cops began seizing property, cars, boats, cash, etc from suspects without even going to trial. The victims of this police overreach have to go to court to prove their property's innocence. It is a major source of funding for police.
