The tax breaks are given to corporations to entice them to move to that state, so the money the idiot author of the article claims could have been spent on schools would not have existed because without the tax breaks the corporations would have moved to another state and would have paid no taxes at all. The purpose of offering tax breaks to companies that set up shop in your state is to increase the state's revenues from the new jobs that will be created by the company and from the increased business local businesses will enjoy.
