In answering the question "how will you feed the populace", the following is an excerpt from the constitution of Greenway:

"Each State will establish programs and services, to provide clean water, food, clothing, shelter, and basic supplies for vagrants/vagabonds and Persons/families of zero or low income; The law of each State shall define the status of vagrants/vagabonds and persons/families of zero or low income."

"Each State shall set aside lands and cultivate statewide self-sustaining food forests, which land shall be devoted as State parks, where People may share in the bounty of the land, and local as well as countywide efforts and community projects to grow food in organic gardens for People of the counties within each State who show need for nutritional assistance; State funds and resources shall be set aside for the establishment of county and local organic community gardens."

It is true that we will have to import a majority of resources, which is a severe limitation on our sovereignty. Our exports include green energy and bio-fuel, cannabis products, food and drugs, psychoactive substances. That is about all I can think of.

you won't be able to do the first 2 since you are an island.
you won't export food as you will need all you can get

We have a right to bear arms in Greenway, including energy weapons and explosive, though there is a restriction in place for weapons of mass destruction, which are banned entirely in Greenway. As far as alcohol and tobacco, all psychoactives are legalized for personal use by adults, with enforcement on the state level.

In overcoming the limitation of no available land, the current plan is to create a 650^2km artificial island using electromineral accumulation and dredged sand to make our territory in the southern Atlantic ocean. This however is prohibitively expensive.

So, really, you imagine a national economy fueled by being the world's drug dealer. Expect some rather harsh competition, and probably outright military attacks, from the already-established drug-dealer nations of South America.

In the unlikely event that you attract enough citizens/residents who are actually willing to a reasonable amount of honest work to support themselves, they probably will not be able to produce sufficient food for themselves on this artificial island that you imagine; much less enough to support all the unproductive parasites that you think you're also going to be supporting.

the population would have to arrive in small parts, very small parts and they would have to be survivalists, most of whom would leave as soon as it started to get crowded.

It takes 10 years for an apple tree to produce food, so it's not like they could have a grand opening and let in 100k people.

The purpose of Operation Greenway is not to create a "drug-utopia" or a utopia of any sort, it is to re-establish a nation based on libertarianism and freedom of choice/action, as illustrated by the text of the constitution below:

"No law shall abridge the right of each Person to do as they choose with their own Person and property, so long as they do not interfere, by force or fraud, or the threat thereof, with the equal right of others to do as they choose with their own Person and property; Every Person is free to do that which they will, provided that they infringe not the equal freedom of any other Person; A Person's right to live their life the way that they choose to do so goes so far as to not impede another individuals right to do the same."

Part of the population problem and scarcity of initial resources could be addressed by limiting the number of immigrants allowed to enter the country by using a provision provided for the Congress:

"Congress shall establish a target population for the Greenway for the purpose of assuring a high standard of living and quality of life for its citizens. The target population shall not be higher than can be continuously sustained by proven reserves of domestic natural resources utilizing existing technology, or by trading such excess resources for others not available domestically. Also, the target population of the Greenway shall be below the level that, if applied globally, is determined by science to pose no threat to the global environment. The Congress shall establish immigration quotas consistent with achieving the target population. The Congress shall also enact policies that, while leaving People free to choose the size of their families, encourage the population to move toward and stabilize at the established target level. The target population shall be reviewed by Congress annually and shall be retained or adjusted as necessary."
