Why is it that the Federal government expects the border states to take on the bulk of immigration?

I would think that they would want the immigrants to move out of systemically racist states that oppress minorities to all move to sanctuary cities where they would be welcomed.

What am I missing here?

It would be akin the LBJ wanting all blacks to move into Mississippi during the Civil Rights movement so they could be lynched.

Because Democrats are trying to RIG border states BLUE with millions of illegals to cancel out the votes of Americans. AMNESTY for illegals, followed by Dem government handout bribes to vote Dem.
