You missed half the story.
Senior Republicans are threatening none to lightly to release ALL documents, not just the cherry picked documents/reports Mueller is going to release... this set off a major change within the investigation.

You also missed an important piece of the story, where Rosenstein lays down some justification for why the Mueller report will not falsely accuse the President of things they can not back with evidence or that they will withhold some of the report from the public.

Rosenstein makes it clear he believes the Department of Justice will not – and cannot without violating long-standing Department of Justice policy – include disparaging or incriminating information about anybody who has not been charged with a crime."
- Rosenstein hints at no attack on Trump expected suggesting wrong-doing they have no evidence of and are incapable of indicting him without.

Rosenstein seems to be prepping snowflakes for the fac that the Mueller report will NOT include disparaging or incriminating information about the President because he has not been / will not be charged with a crime.

"Punishing wrongdoers through judicial proceedings is only one part of the Department's mission," Rosenstein wrote. "We also have a duty to prevent the disclosure of information that would unfairly tarnish people who are not charged with crimes."

Again, Rosenstein appears to be prepping snowflakes for the report NOT containing anything intended to 'unfairly tarnish' the President or make him look bad / criminal after having found ZERO evidence of non-existent illegal Russian collusion. If this is a 'roadmap' of what we can expect from the Mueller Report then there would be no reason for anyone to withhold this report from the public.
