He's trying to beat Hillary to the punch. She already said she would use executive order for more gun control. The man has had a terrible few days. He's trying to get people's minds off his disastrous Mid East policies that have failed so miserably and that he took out a Doctors Without Borders hospital and killed 22 innocents. Putin has spanked his butt publicly on the world scene and even Iraq has turned to Putin after seeing Obama's little pin pricks and drone attacks that only kill one or two terrorists are having no effect on ISIS. He's desperate to be a champion to someone - anyone.
