Along these lines, and interesting development is that when GWB was in office, he signed an executive order that classified material become unclassified after 25 years (pending multi-agency approval and unless there were still the chance of endangering lives).

BHO is rushing to get an EO in that would preempt the upcoming deadline the end of this year for declassification of this historical material.

And the really bizarre thing is this new EO does more to protect aging historical material than it apparently does to protect current classified material based on no apparent decrease in the frequency of leaks.
