The main riff is indeed three chords. And it is also a chromatic scale with it's innovation lost to antiquity (at least 16th century), however, the song is far more than just three chords. The Ramones were the Masters of Three Chord Rock as anyone with a brain knows, but I don't know where that leaves you.
