A UN panel of independent experts established in 2005 to monitor the arms embargo said in a report released recently Justice and Equality Movement (JEM) has " a large base for around 800 armed fighters" outside Bentiu, capital of Unity State and also another base in Timshaha in Western Bahr Al-Ghazal State which are equipped with sophisticated weapons such as 107 mm rockets launchers.

For a long time Khartoum has been urging Juba to meet its obligations under the signed peace agreements and stop harboring and disengage itself from the rebels who launch attacks on Sudan from South Sudan but to no avail.

The information contained in the report is nor new. A lay man knows that all the Darfuri movements not only Justice and Equality Movement have been haboued by South Sudan years. The report slipped when it said JEM has military bases in South intead of saying South Sudan is harbouring and training the Darfuri rebel movements.

Accordingly to international law, military bases are established according to joint agreement signed by two states and that rebel movements are always harboured and they do not establish military base in the territories of sovereign country.

Harboured by another country, the armed movement will not monitored or affected by arm embargo. The international community is tipping the military balance in favour of the rebels.

The committee is only concerned with imposing arm embargo on Sudan although it doesnt violate the embargo. Tipping the military balance will obstruct the Sudan governments efforts to protect the civilians in Darfur from the rebels sophisticated missiles launched from South Sudan.

Finally, UN doesnt respect justice. It tries to prevent Sudan from defending itself in the face of the opponent who was classified by the international body as well armed and dangerous to peace and security.
The opposite is true. South Sudan has established a military base to help JEM settle political scores with Sudan.
