Impeachment proceedings have only to do with the House. There are no directions or rules set forth in the constitution. The House alone determines their process.
The investigation conducted by the intel committee was done to see if the evidence supported impeachment and was no different than any other investigation. They followed the same rules the Republicans did during Benghazi.
There was nothing improper in their actions.
