The line does not exist. It appears to be based Pelosi's (Pelosi: Pass Health Reform So You Can Find Out What)

The "quote" in the original post changes the subject from Congress to "you". The implication of the original quote is that Pelosi is saying that Congress itself did not know what was in the bill when it voted. In fact she was saying that 2010 Legislative Conference for the National Association of Counties had heard significant distortions that would not be entirely cleared up until the bill was implemented.
