It says Americans not American Citizens. In fact, reading between the lines it seems to encourage 3rd world invaders to drop off their offspring for American citizens to pay for. As far as negotiating for prescription drug costs, how about make generics available after a year copyright or whatever since they still make money. And the fact is, it is very rare there is actually a useful pharmaceutical. Ever hear the ads on TV? The side effects will generally kill you. Aspirin and Viagra are basically all you need.

A lot of doctors don't even take Medicare anymore. And I suppose this would be paid for with Monopoly money?
