In the air, it absorbs infrared radiation (heat) more strongly than CO2....The concentration of CO2 in the atmosphere is considerable lower than that of water vapor; it is just a few percent. Consequently, doubling the CO2 concentration would not significantly increase the combined absorption of the two green house gases of water vapor and CO2.”
