People are seeing something to which they are not accustomed. The Oregon "Pendleton Roundup" in Oregon is a Rodeo. The events in Portland, even according to FBI: Are Not Usual Behavior, and so maybe were ordered(?). There is no summer, "Portland Roundup" on the circuit. There is a "Rose Festival." The FBI does not automatically step in when an ordinance is violated. It works with enforcement agencies--including in terrorist or other kinds of matters. The FBI itself had no basis to go defensive. There had been no request from local authorities, even.
