The events in Portland, even according to FBI: Are Not Usual Behavior, and so maybe were ordered(?). There is no summer, "Portland Roundup" on the circuit. There is a "Rose Festival." The FBI does not automatically step in when an ordinance is violated. It works with enforcement agencies--including in terrorist or other kinds of matters. The FBI itself had no basis to go defensive. There had been no request from local authorities, even.
The recent Rose Garden lies were being seen, and so there were cut-aways from the events. As a business matter, then Fox may have been making an indirect plea for ad revenues. The loss of the Trump base--a source of viewers, and so ad revenues--is likely getting noticed.
