Yes, Carter did negotiate a treaty to give the canal to Panama, but it was under joint US - Panamanian control until 1999, and then it became Panama's.

The canal is actually under the control of the Panamanian government, not China.

Clinton didn't give it back, he HAD to. The treaty to return it to Panama's control was negotiated by Carter back in 1977, and it was to remain under joint US - Panama control until 1999, when Panama would assume full control.
