No. I think he should have it sold at auction, of possible adult purchasers, that have passed a valid background check. Obviously it is a perfectly good, operational tool.
Sure, I can understand, him not thinking himself mature enough, to be responsible to own it himself, and if that is his judgement, and it would probably bring painful memories, every time he touched it, I concur, he probably does not need to have it.
