Cheney is the same age as am I. I served my four years in the Corps and got out before the war got hot there. As a matter of fact when I got out in 64 Vietnam hadn't claimed it's first American in staged combat which didnt happen until 1965.

It was normal and ordinary for young men who were headed for college to get a deferment until their education was complete. Anyone who didn't come from a military family and who was seeking an education, had a child on the way, and by the time he would graduate college would be 26 and too old for the draft, would likely do the same thing.

One only has to take a look at the massive amount of CURRENT veterans padding on and taking full advantage of lenient disability rules to know that stretching the truth about war time acts is as old as the revolutionary war. WWII was rampant with borderline medals and purple hearts.
