I'm going to guess that either a) the speaker was worried about his English, (aka has an accent or it isn't his native language) and Trump was encouraging him) or b) someone had said the couldn't speak English (maybe a PR manager or even a Trump fan or something) and Trump was softly admonishing them for the comment.
