Jeb's statement:
States do have a right, under the 10th amendment, to regulate firearms outside those laid down by the federal government.
Jeb's support of the 2nd:
Neither the state nor the federal governments may violate the protections afforded to the right to arms by the 2nd amendment with those regulations.

Seems reasonably clear to me.

A person should be able to travel to all 57 states and expect the same uniform gun possession law.

I couldn't take my concealed handgun on a trip from Illinois to MA without getting thrown in jail by one state or another.

Jeb in no way was saying there is no right to own guns. He was saying how each state wanted to handle things like background checks should not be mandated at the national level.
