existing laws banning opiates and drug dealing are not enough? drug offenders have been treated with increasing severity for decades.
 
To be fair, if the politicians don't do as the Cartels tell them they would probably kill them and their families and their pets and anyone they had ever associated with, including people who have petted their pets.

2. the public policy goal is to prevent the proliferation of disease in a vulnerable population as aprotection for all of us.

for us, public health is a "necessary and proper" function of government, without which civilization would not be possible,

And the OP is about a pathetic attempt by some state GOP members to score cheap political points over the tragedy of people's losses. Oh my! A law telling a judge to warn drug dealers that they could be held to tougher sentences. Oh my!
