Because that was the deal struck all those years ago and it became custom and practise. Israel has tried to come out of the deals/treaties with no success as they benefit the USA more than Israel. It is a form of legal subsidy that allows the USA to keep the costs of defence goods down below current market trends. It also ties Israel to only buying US goods at full price and not the cut prices offered to Islamic nations around Israel. So Israel is demanding more aid hoping that the US refuses and tears up the deals, then the US will be forced into doing the same deals with Israel as it does with Jordan, Egypt, Saudi and Iraq. And Israel will be free to go elsewhere to buy weapons, also Israel will be free to offer its R&D defence work to the highest bidder and not be stuck with only giving it to the USA.
