Maybe the Repubs believe drug use is illegal and don't want to aid and abet drug use.
 
He approved last March, didn't you read your own article?
He declared an emergency four weeks ago (March 25), not March of 2014.

He is now extending the expiration date of the needle sharing program which was activated when he declared the emergency a month ago.

Actually, many states are starting to utilize it and/or pondering Texas, Ohio, Kentucky etc.
It's bad and it's going to get worse. I posted this yesterday.

I am waiting on the Democrats to get the fuck off their asses and start supporting further harm reduction methods instead of using it as a weapon for political gain.
 
Why interfere with evolution in action?

If people thought of the consequences they wouldn't have used drugs to begin with, But since they chose stupidly, get them into a rehab program. If they go back on drugs, then fuck 'em. As for AIDS, I've always believed it's Gods way of punishing an abomination.
