Scandanavian countries. They learn English in school at a young age and speak it very well even as a second language.. Sweden/Finland especially.

And "tourism" is mainly Americans, Canadians, Brits, and Ozzies. So English is spoken everywhere "you" would want to go. I found that when I was in Europe, most I encountered could speak English
