Illinois is not bankrupt; they haven't passed a budget that funds such payments. They are nowhere near bankrupt.

No but usually money spent on a state lottery is sent into the state coffers to support education, etc....
Thats not what you said above. You said they have not passed the budget to fund lottery payments. Lottery money is not part of the budget. Imagine people stop playing lottery. Where would money for education come from? Would be silly to close schools for lack of funding because people didn't buy a ticket.
