Nothing says “we love Americans” like letting Illegals cancel your vote! Why yes, yes they can. More specifically, non-citizens are not prevented from voting in state and local elections by any federal law or regulation. They have the right to vote in state and local elections in California, Maryland, Vermont, and the District of Columbia.
At the Federal level non-citizens are prevented by voting by the Illegal Immigration Reform and Immigrant Responsibility Act of 1996. However, if both the parents of the non-citizen were or are citizens, rather natural or adoptive, the non-citizen can legally vote in a federal election. If the non-citizen permanently resided in the US prior to their 16th birthday, and reasonably believed they were a citizen, they can vote and it is counted.
