In his favor, Pence is not an amateur. He understands coalition building to accomplish an agenda. He isn't petulant like Trump and seems a lot more restrained.

On the other hand, Pence has a record of wishing to erode civil liberties. He signed a law as governor of Indiana making it legal to discriminate against homosexuals. He describes himself as Christian first and would not be reluctant to push a right wing social agenda.

Devil and the deep blue sea? Maybe so. But Pence could never be elected in 2020 should the Huckster Buffoon fall face first into a pile of emoluments clause problems.
