It is lost man. Perfect example: think about federal aid. Nowhere in the Constitution does it give that permission. Back in the 18th century Savannah Georgia had a big fire. Bigly. They needed help. A bill went to the fourth congress to give them money and they shot it down. It was unconstitutional. Look at how the general welfare clause gets raped today. Most people accept it. The bad thing is, if an issue is so important, they can make an amendment. If it's that important, it will get passed. Frankly, I think a federal aid to the states in disaster would easily pass. Granted, if the fed govt wasn't so big, it wouldn't be able to fund it anyways... It's so fucked up. And only getting worse.
