Barre will meet Reagan Thursday at the White House. He also has arranged talks Wednesday with Secretary of State Alexander Haig, Defense Secretary Caspar Weinberger, members of Congress and officials of the World Bank and International Monetary Fund.
The official said Barre's visit had been 'planned for sometime to strengthen relations' between the two countries, which he described as having been 'quite good' since the 1980 agreement was signed to provide American access to bases in Somalia.
The area is considered strategically important to the United States. Somalia is located on the east coast of Africa along the Gulf of Aden at the mouth of the Red Sea.
There is an active guerrilla war against the Somalian government supported by the Soviet Union, Libyan and Ethiopia, but the official said, 'There are no plans to station American military personnel there.'
Aid involving defensive, military equipment to Somalia over the past three years has totaled $60 million and economic assistance has been running about $15 million a year. In addition, the United States is providing considerable food assistance for some 600,000 refugees.
