I thought Korea had a great heathcare system

If they did have a great system why aren't they care for all their handicap citizens?

Are they saying they only have 30,000 handicap people in there country?

If that is true why do they have to up the numbers to cover more?

The services under the system will be expanded to include visiting nurse and bathing services, in addition to assistance for physical activities and housework. The average subsidy for each disabled person will be raised from the existing 570,000 won or about 500 dollars to 690,000 won or about 600 dollars per month.
