Actually, it is about the lack of any budget at all!
And to be honest, I expect that will remain the case for the entire Biden Presidency. Just as it was during most of his time as Vice President. Because they learned back then that they can do a lot of what they want, simply by never actually passing a budget at all.
So as you can see, it actually has nothing to do with the "Military Budget". The last budget we had expired on 30 September. And since then the government has been operating on emergency spending bills. This affects the military the most, because it has a great many things going on including ongoing operations.
