If that is the case...then all they needs is a striped down phone. A nice big old lady jitterbug one touch. No text, no email, no pics, no web access..... just one that will call 911, home and the operator.

Everyone who pays a phone bill pays a Universal Service Fee. That fee is what pays for the free phones.

So the cost does come out of our pockets.
