I was shocked to hear that there is a constitutional amendment putting government workers at the top of all liability claims of the state. That's madness.
 
It is. Cities, counties, and the state are cutting workers for essential services just to fund excessive pensions and blackmail citizens into increased taxes.
 
The problem with California is direct democracy.

They voted themselves caps on tax hikes. What they don't vote for is reduction in service. And they wanted to get tough on crime.

Longer prison sentences+No service cuts+No tax hikes = Huge Deficit.

spending above pop growth + spending ahead of inflation + defined pensions plans+ bond measures for wacky shit= deficit.

I never said they did, jesus christ, I SAID we spent ahead of pop growth and inflation, and I said thank god we kept that 2/3's rule BUT even they raised FEES...and the flood gates are now open, the 2/3s top pass a budget eh? prop what 25 was approved? whatever it was.....and highly regressive 'fees' at that. if you want to discuss this leave your partisanship and selective angst at the door, it gets you no where. AND the rep.s have caved, before and they will again. The problem is SPENDING.

The pension levels were justified based on highly inflated projections of investment returns (far higher than a private pension would assume). Instead of cutting back benefits when the projections turned out wrong, the unions and state legislators colluded to make sure the taxpayer got stuck with the problem.
