Only because it was a particular problem last summer. In my opinion, high speed rail could be built into our freeway system as a large scale infrastructure project. It would be more cost effective than adding more lanes.

You may claim that. But, many people moving out of California for red States will end up voting blue. Red States are cheaper for a reason, just like any other less developed nation. That means taxes will start to go up to develop blue State level infrastructure.
