The Native American situation has nothing to do with international law, as their lands had already been conquered before such laws were even a concept. Things were different in the 1800s, you should know this. NATO expanded Eastward because those nations voluntarily joined, and NATO accepted them.

None of the two situations you have brought forth have anything to do with international law, treaties or obligations.
