How Does Obamacare Drive down Costs?

Hello all, not looking to start a Republican/Decomcrat debate, or a back and forth on Obama, just want to discuss one thing which is how does the ACA drive down costs?

Costs were indeed rising under the insurance based model, largely due to the fact that consumers had little incentive to price shop. Made no difference to the consumer if the pill cost $50 or $300 because insurance picked it up either way (so the pill companies naturally would charge the max possible).

Given that the ACA made no fundamental changes to this insurance model (except for making insurance mandatory by penalty of law), and also tacked on some very costly provisions such as insurance companies now must accept pre-existing conditions, and that plans must extend to children until they are 26 (both which are great, but very costly)....

How exactly is ACA supposed to drive down costs in a meaningful way???
