How Can A Judge Order A Law That Was Never A Law Be Enacted/Enforced Again

It is being reported that a judge has ruled that Obama's self-admitted personal Un-Constitutional 'EDICT' (DACA) should be started up again....

DACA is not a LAW.

It never was a LAW.

It was never passed by Congress.

Obama himself stated he did not have the Constitutional authority to affect / make US Immigration by himself - by-passing Congress to do so.

Obama attempted to illegally make it his own personal version of a 'LAW' through Executive Order...which can be eliminated by the next in-coming President, which it was.

The Judge even called it a 'PROGRAM'.

HOW CAN A JUDGE OVERTURN A PRESIDENT'S EXECUTIVE ORDER AND ORDER THE UNITED STATES GOVERNMENT TO RE-START A PROGRAM IT HAS TERMINATED / WILL TERMINATE?

It can't and its EXACTLY why President Trump should 1. Appeal it 2. Ignore his order 3. Let it go to SC once Kavanaugh is placed and it will be CORRECTLY struck down.
