Back in the 60's , J Edgar Hoover was being controlled by the Mafia, and that's the reason law enforcement started cracking down on the Black Panthers while looking the other way on mob activities.

Now you can fast forward to the 80's and 90's when the CIA was covertly flooding the streets with drugs and guns and funding new prisons and state police at the same time. By 2000, 70% of inmates were black and non violent drug offenders.

FBI was interested in the BPs because Mao was friendly to them and likely funded some of their activities.

I was implying 70% were black and /or non violent .
