The law was read in its entirety in the gearing. A waiver is required by law if security is going to be below a certain level, and it can only he signed by the Sect of State. Hillary admitted she never signed such a waiver, which again is required by law.

Stevens also believed his boss / the state department would do their best to protect him, not cut his security, deny his tequezts for additional security - or even the minimum level of security the LAW required, or that he would be abandoned to deny before his boss would lie her ass off about the real cause of his death....
